"The estimates for the Legislative Department,

certified by the presiding officer of each house, of the

judiciary, as provided by law, certified by the Comptroller

and for the public schools, as provided by law, shall be

transmitted to the Governor, in such form and as such times

Now, when I was on the State Board of Education,

I remember this, and as you quite properly called it, it

11

was considered the sacred cow and I remember too that some-

12

body hung a couple of brackets on that clause in 1947 when

13

the Sherbow Commission reports were being implemented by

14

legislation, which caused our mutual friend Dr. Thomas G.

15

Pullen to be the first man on the moon. He always blamed

16

Dr. Flack for doing it, but you remember that — you, of

17

course, were deputy then and Mr. Kirkman was the Budget

18

Director, but somebody put a couple of brackets around that

19

clause which would in effect have taken that out of the

20

Constitution, and he presented quite a long scholarly

21

argument in favor of retention of the clause, the main
