decisions made by somebody else, and if you talk about

dictatorship, to the degree of legislators, if you have

one delegate from a small county and that is it, this

mantes the absolute, complete and sole view of that com-

munity and, if he still retains legislative control, we

are in a worse system than we are now, where at least a

senator can be handled by his delegates, if this did

arise.

So, I am inclined to say, if we are going to

have it, let's have it mandatory all the way down the line

The metropolitan aspect; this, of course, is a

very difficult question. I think as little detail should

be in the Constitution as possible, because no one really

knows what the evolution is going to be over the next

twenty or thirty years. Yet, it seems to me, if you leave

it voluntary, and any time you can get a great amount of.
