I don't prepare a book, take it down there and throw it on
2
his desk and say, Governor, here's my budget recommendation
3
We would be silly to do it that way. In the first place,
4
we wouldn ' t have time to do it .
5
We work it out cooperatively, as we go along.
6
As we get a group of budgets prepared on our recommendation
7

time where we had to do this all over the Emerson Hotel.

He had to haul everything back and forth. But he comes up
11
and sits down with us on what we have done and our requests

and our allocations and allotments. If he agrees, okay,
13
go ahead. If he has any suggestions or changes he wants
14
to make, he makes them, and we do this on a piecemeal basis

because on the printing schedule, I would say conservativel
16
that we have to have half the budget printed before we seres
17

the other half. We get rid of the innocuous things first,
18
so the printer can meet the deadline for the presentation
19
to the legislature.

Now, on the school thing and the mandatory busi-
