"I believe the difficulty the legislature has

in considering supplemental appropriation bills is not in

their inability to be moved until the budget bill has

passed both houses. The provisions of such bills are

generally known early in the session and can be fully con-

sidered in committee. Information received from the

Legislative Council indicates that in the 1966 session,

417 bills were introduced and accepted by the legislature

after the March 1 deadline of which 287 were State-wide; and
