the work of the State legislature generally speaking in

reapportioning itself. It has built-in self-interests

that are difficult to overlook. It's awfully difficult

for a member of the legislature to look at a fellow

legislator and say, we're going to reapportion you out
|

of office. It's practically an impossible task to ask
|

|
a man to do that. We did it under court pressure, but
|

|
I'm not too impressed with the idea of the legislature
|

|
reapportioning itself.
