DELEGATE MANDEL: Either active or permanent.

THE CHAIRMAN: That brings us over to Ques-

tion 12. We may come back to some of this. When and
4
how often should reapportionment and/or redistricting
5
occur? Can you do it after each decennial census?

SENATOR JAMES: What else?
7
DELEGATE HARDWICKE: Well, in fooling around
8
with congressional redistricting, I found a number of
9
states have every two years, and I think that is a
10
helpful thing in Kansas, and the Federal Court in Kansas
11
permitted the Kansas census to be used in determining
12
the congressional districts. This has a very sensible

For example, if you do it every two years, the
16
change is gradual and you can make allowance for it. If
17
it's done every ten years, you suddenly find that someone
18
has gone from eight delegates to six delegates, and this
19
would help a lot with your planning and zoning people in
20
the counties and so forth. I don't know what the cost
21
would be, but I think this would be a very desirable
