DELEGATE HANDEL: I was just thinking of an
2
answer to this and I don't think it's a problem you can
3
discuss this evening. I wonder whether Baltimore City
4
should remain as a separate entity in the Constitution
5
or should it not be part of the county?
6
THE CHAIRMAN: We are discussing that
7
particular point.
8
MR. ENEY: Part of the county?
9
THE CHAIRMAN: No, not part of the county.
10
We are discussing, the Commission has at some time or
11
other, in terms of separate attention, under Article 11A,
12
but we have not made any decision in regard to any of
13
this .
14
DELEGATE KANDEL: Because I think, and the
15
reason I say that, I think ultimately with the court
16
I decisions, that these lines are not going to mean too
17
much, when you come up to make a legislative body for
18
your districts, because the court, as Bill said, the
19
court is tightening these figures down to a point where
20
you are not going to be able to retain these lines for
21
the purpose of a legislative body.
