I might also say that the Advisory Commission

on Intergovernmental Relations has recommended this as

part of its suggested State legislation for a number of

years. Again, this is readily available from the Advisory

Commission. Personally, I have some reservations about it

but as it has been indicated, it is primarily a statutory
|

|
type of thing, but it would be useful and New York, I
|

|
think, has had more experience than any other state on
|

|
the operational level, to the best of my knowledge,
|

So, as I say, we will give Mr. Brooks a few
|

|
more people to write to and check with.
