there are certain areas in which such conflicts exists,

in fact, and this is perhaps something that night be a

matter of concern.

we touch upon this question of conflicts between munici-

palities-county, county-state and going back to some of

the points we were touching upon a little earlier, there

comes a time when the appreciation of some central unit,
|

|
commission, district, department or some centralized
|

|
agency becomes almost a necessity, both from the point of
|
19
|
view of providing services and for the resolving of con-
|

|
flicts and for the progress point of view.
