When the General Assembly has enacted an

education measure the financing must be provided and

neither the chief executive nor any other State official

can influence school personnel by financial threats in

the course of their performance of duty.

I hasten to add that I have never seen any

attempt at such manipulation in my twenty years in
|

|
Annapolis as an education lobbyist, but I have seen
|

|
evidence of such machinations in other areas where such
|
20
|
constitutional protection is absent. Therefore, I

strongly urge that these provisions be retained in the
