as a practical matter, there has actually been no invasion

invasion.

THE CHAIRLADY: A number of other states seem

to have provisions similar to the current provisions in

the Maryland Constitution. Do you know of any modern

incidents in any other states where this —

DR. ZIMMERMAN: We did have an attempt to

|
take out the section which has to do with the protection
|
14
|
of the mandated items, some fifteen or eighteen years
|
15
|
ago. There was a bill introduced —
|

|
MR. ENEY: To take it out of the budget.

DR. ZIMMERMAN: Yes, there was an attempt to
|
18
|
take it out, so that the mandated items would not then
|
19
|
have been free from decrease and, of course, this died
|
20
|
very fast, before it got started.
