DR. ZIMMERMAN: Oh, yes. Anything that the

legislature gives, the legislature can take away. In

other words, all this does is mandate the payment of

State moneys for those items which the legislature has
|

|
seen fit to legislate as requirements.

THE CHAIRLADY: So, if they wanted to get

around you through the back door, they would have to
|

|
change the appropriated amount?

DR. ZIMMERMAN: They would have to change the

|
basic law.
