I think, seriously, those who have been

enmeshed in attempting to meet the tremendous increase

in needs in public higher education have been at times
|

somewhat concerned when the State does use its tax funds

to support private institutions and then does not give
|

the public institutions anything like the freedom to do
|

|
the job with the money that it does the private insti-
|

|
tutions. I think maybe this is simply administration
|

|
talking, but it's a very unfair kind of, shall I say
|

|
competition.
