THE CHAIRMAN: I think that really is quite

true and I think a part of our study should certainly go

in that direction. We are really seeking a degree of

uniformity here and it really has been another one of

these paradoxes that were referred to in Maryland, that

Baltimore City has always been unto itself and I think

we have made great strides in the direction of eliminating

that in the thinking of the counties in relation to the
|

|
city and the city in relation to the counties, and cer-
|

|
tainly something as fundamental as the governmental setup
|

|
would be a tremendous stride in that very direction and
|

|
really should be accomplished.

There is no reason why it has any different

problems now than what we are dealing with in other areas

and, actually, they have dealt with a lot of these prob-
