constitutions across the country, the one in California,

the one in several of the other states, and we'll be
|

glad to give background information on this to the extent
|
4
|
that it is of some value to the Committee, makes the
|
5
|
opportunity for the particular boards involved to be
|
6
|
effective in their work. I think always there is a need
|
7
|
for limitation. Certainly, in all of these there is the
|
8
|
importance of the continuing legislative control with
|
9
|
respect to annual budgeting, which is a very powerful
|
10
|
control, as you well know. The complete audits, the
|
11
|
complete review of everything that an institution of
|
12
|
this type may do and the airing of this in public docu-
|
13
|
ments that are published on a regular basis. There is
|
14
|
no question in the minds of any of us, I am sure, that
|
15
|
state government is growing rapidly, that all phases of
|
16
|
education are growing rapidly. To some extent, in this
|
17
|
kind of a situation, there is a tendency today for a
|
18
|
greater portion of decisions to tend to move into bureaus
|
19
|
or agencies not directly concerned with the area, such
|
20
|
as higher education.
