The eighth question is a study of how removing

the Baltimore City Charter and enabling provisions from

the Constitution will affect Baltimore City.

I think we've definitely got to know that and

that is a study in itself.

MR. RATCHFORD: It's according to the effect on

the City government or on the City politicians?

THE CHAIRMAN: I think we've got to be practice

in the final analysis with what va come up with and we've

11

got to determine that what we are going to suggest is

feasible. It is a matter I touched upon with John Brooks

a little earlier, saying we could rewrite this Constitution

14

in five minutes, actually, but whether or not what we write

15

is going to bo acceptable or is feasible is a very, very

16

important part of our consideration and we've got to know,

17

really, I think, here what removing the Baltimore City

18

Charter, what effect it is going to have and what opposi-

19

tion it is going to engender.

It is tied in, for example, in the same way
