description as to the role of Harvard, et cetera, and

Missouri actually goes into the community college law

of Missouri at this time, and that is a fairly recent

one. Would you include in the Constitution any state-

ment with respect to higher education?

Dr. Bard. Yes, I would, I don't know exactly how I

would write it, but I should certainly provide for the
|

|
establishment, the proper conduct of nnd so on. Then
|

I would write in there a provision — I think this is a
|

|
general provision with respect to education, but it cuts
|
17
|
across all government -- that no function of government
|
18
|
shall be denied to any individual, to any qualified
|
19
|
individual for any reason whatsoever.
