Dr. Pullen, several weeks ago in this room

we had the former and present Governors of the State of

Maryland address us and 1, for one, was quite intrigued
|

with some remarks that former Governor Lane, who is the
|

|
Honorary Chairman of this Commission, as well, made with
|

|
regard to the inviolacy of school funds. He made them
|
9
|
somewhat offhandedly, but he indicated that there was a
|
10
|
certain amount of flexibility involved here, and I
|
11
|
wonder if you could comment on that, as a practical
|
12
|
matter, from your experience?

DR. PULLEN: Well, Governor Lane in ray opinion
|

|
is probably one of the two or three most enlightened
|
15
|
statesmen that 1 ever knew.

but I say that for several reasons. First, the man is
|

|
educated. The man has a deep sense of government and he
|

|
wants to do the right thing and, above everything else,

an official in Maryland could sit down with Governor Lane
