Constitution provides for municipal classifications, but

the Legislature has decided that there is one classifica-

tion in Maryland.

DR. BURDETT: I've forgotten how many. Three

MR. RATCHFORD: Four.

THE CHAIRMAN: And also that you can classify

counties into four separate classifications.

May I comment on this for a minute, because it is a para-

doxical situation. I think Mr. Brooks would probably want

some study on this.
