serve at your will and would be in essence your cabinet.

cabinet anyhow, even if they don't serve at your will, they

are still your cabinet, I mean you still confer with them,

and my own feeling is that they should be subject to the

will of the Governor and should serve not for any term but

should serve at the will of the Governor, yes.

this go? In other words, you have your heads of your

various departments, then you have your various sub-heads,

your heads of your institutions. How do you feel about the
