I don't know how acceptable a comparison with

the city legislatures and a unicameral state legislature

would be as far as convincing people. This is not answer-

Maryland. As Dr. Bard mentioned, we have had the City

Council perhaps since the mid-20's in Baltimore City, and

you have counties with charter governments, all of which

have unicameral councils.

ences between the County Council in Montgomery County, for

example, and the legislature that would perhaps make uni-

cameralism desirable in one and not in the other?
