What we have done since I became Comptroller, we have

established a system of salaries based on what the State
|

employees receive for equal responsibilities, with the

thought in mind, equal pay for equal work with a system

of increments, like we have for State employees. First,
|

they rebelled. It wouldn't work. We said, Try it for a
|

|
year. After a while they said it was a wonderful system.

Why didn't we do it before. It worked out pretty good.

work. Take your Clerk's office, Register of Wills , where
