I think that you would get, in the most competent of

CPA firms, and there are some very excellent and very

competent ones here, an approach to State government, and
|

a lack of knowledge of the intricacies and inner workings
|

|
of it, which would lead to many, many false conclusions
|

and many poor recommendations in an audit report of that
|

type. I think that the way the thing is handled in
|
