Governor had immediately previously been cither Comp-
2
troller or Attorney General, and I have heard you comment
3
that you think this is good proving ground, I think was
4
the term you used, for a man to be governor.
5
MR. GOLDSTE1N: That is right. No question
6
about that. The fact you had experience in the Executive
7
Branch or Legal Branch of government, in the Finances,
8
you get a knowledge you can't find anywhere except actuall
9
working with it each and every day. I know from the ex-
10
perience I had, 16 years in the Legislature, and during
11
that 16 years, I saw the State budget grow from roughly
12
around $38 million or $39 million to a budget of roughly
13
$450 million, and having had the experience as a floor
14
leader and Chaiman of the Finance Committee and having
15
been part of the income tax law, part of the sales tax
16
law, that your good friend and ray good friend, Dick Case,
17
wrote, it certainly has made my job nuch easier as
18
State Comptroller, having the knowledge of these differ-
19
ent divisions and department heads. I believe Mr. Nossel
20
will tell you we have a better working relationship with
21
every department of government today, budget, Treasury,
