certain way, they have the legal right to hold onto these

funds. While they may be in the Treasury, they ore still

dedicated for this purpose, and they cannot be reverted.

In other cases, they will go into the Treasury, and what

is unexpended at tho end of the year reverts to the gen-

eral funds of the State. It is a hodgepodge. It depends

7

on possibly inadvertent language in the statutes.
