thrust of your presentation here this afternoon is that

the prohibition against a lottery is just not of

Constitutional proportion, that it doesn't belong in the

Constitution because that kind of a controversial issue,

which is one that really should be decided by the repre-

sentatives of the people, ought to be left to their
|

|
decision.

the question of whether or not a lottery in and of itself
