to say it was a dud, as has been said by the editorials,

or a failure, as has been stated by the press locally,

just because they didn't bring in as much money in the

second year as they did the first year, I think is not
|

a good foundation for such comment.

revenue away from the gangsters and the racketeers,

channel it away from organized crime and to use it for
