and I have found in speaking to members of the congre-

gations that they do not speak for these congregations

at all, that the majority of them are in favor of a

lottery. I have already spoken before one congregation
|

where the pastor was very much opposed to it, and about
|

|
half the people who attended che meeting showed disagree-
|
7
|
ment with the pastor by expressing themselves in one
|
8
|
way or the other. Nobody expressed agreement with him.

I have had polls taken in various districts
|

|
of Baltimore City. I found the average was 90 per cent
|
11
|
in favor of a lottery. I found in Baltimore County it
|
12
|
was 85 per cent in favor of n lottery. In Anne Arundel
|
13
|
County 86 per cent. I was informed very recently, early
|
14
|
part of this year, I would say, I believe about February,
|
15
|
that station WAQE conducted a referendum and found two
|
16
|
and a half to one in favor of a lottery.

So the mere fact that there are certain spokes-
|

|
men who speak in behalf of their congregations doesn't
|
19
|
necessarily mean that their congregations are in agree-
|
20
|
ment with their statements. I feel that a provision such
|

|
as this docs not belong in our new Constitution. There
