not to the Governor, that it is a part of this whole

philosophy that education, the system of education,

the money for education is not sn executive but a

legislative function? Isn't that the real reason?

DR. SENSENBAUGH: It ties up more closely

with the people than with a single head of the govern-

ment.

MR. BROOKS: This is why I would ask, if

that is the case, if we are not to the point where we

16

want to consider a fourth branch, because the legis-

17

lature is not in a position to administer this function

18

if it be a legislative function, and therefore there

19

has got to be sore more direct line of responsibility

20

recognized, with a full time administration, if it is

21

not to be the Governor who has full administrative
