usually the path you take. I am talking about your

staff doesn't take that path usually. Your staff goes

to the legislature. For instance, if Mr. Sartorius

were here, he would go to the Baltimore delegation of

the legislature, and this is what he does when —

lation for his schools.

MRS. FREEDLANDER: Even if he wants it for

the State Board, he goes to the Baltimore delegation.

I mean, that is the procedure as I have watched it.
