So, here again, Mr. Perkins, the representa-

the Governor through the Budget Bureau has this power

to review the State Department of Education's budget

before it is finalized.

Now, at Page 208 is the third of the three

parts of the transcript I wish to call to your atten-

tion. I put an example of this to Mr. Perkins and to
|
|

Dr. Sensenbaugh in this way:

"The Chairman: Let me put it to you by

example, Mr. Perkins. Suppose this $340 times the
|
|

number of students, we will say that the number that
|
|

Dr. Sensenbaugh comes up with is 1,450,000. I'm just

pulling a figure out of the air, 1,450,000. Now, you
|
|

|
being a conscientious budget analyst, you have looked
|
|

|
into this thing and you know darn well that it is only
|
|

going to be 1,400,000, and so you argue back and forth
|

and neither will give.
