or given the power to reduce the Governor's budget as

it applies to public education; more specifically,
|
|

public schools. This point has been approved and will
|
|

|
be recommended to the Commission at the appropriate
|
|
5
|
time.

What we are here involved with is a section,
|
|
7
|
a subsection of Section 52 of Article 3, being sub-
|
|
8
|
section 11, and this subsection provides in part as
|
|

|
follows :

"The estimates for the legislative depart-
|
|

|
ment, certified by the presiding officer of each House,
|
|
12
|
of the Judiciary, as provided by law, certified by the
|
|
13
|
Comptroller, and for the public schools, as provided
|
|
14
|
by law, shall be transmitted to the Governor, in such
|
|
15
|
form and at such tines as he shall direct, and shall
|
|
16
|
be included in the Budget without revision."

Now, at our prior hearing of June 9, 1966,

|
this particular part of subsection 11 of Section 52
|

was looked at at great length and, subsequently, the
|
|
20
|
Committee had before it Mr. Milson Raver who is the

|
executive secretary of the Maryland State Teachers
