Just why do you think that the elimination of the clause

52 would generate a negative attitude in the minds of many

people toward the revision of the Constitution? Do you

really think that this would, if the Commission came up

with this kind of a recommendation, that the people would

certainly in public education, would turn against the

Constitution?

fear groundless or otherwise -- I personally don't think

you one example of this. When we went from a biennial

legislative session to an annual legislative session, in
