Bachman Report, it is there in detail, what a sad state

the schools in this State had come to prior to 1914, when

the Legislature itself passed an act establishing the

committee to study it. Then the most amazing thing, the
|
|

|
whole new school law, Article 77, or whatever it was then,
|
|

|
was completely redrawn as part of the Commission report,
|
|
12
|
and adopted by the Legislature without as much as crossing
|
|
13
|
a T or dotting an I. This wrs added to Subsection (11).
