JUDGE WARNKEN: I raise the question. I

haven't looked into it. I only raise it because I think

that is important, and I would like this comment. I
|
|

would make this comment. I think the effectiveness of
|
|

|
this proposed addition to our laws is not in how many
|
|
6
|
coses are tried but to have somebody, some commission or
|
|
7
|
something to which complaints can be made and be able
|
|
8
|
through the commission to contact the judge, in other
|
|
9
|
words, the power to do that is a salutary one, which
|
|
10
|
will get more results than the hearings that will be con-
|
|
11
|
ducted by anybody, even the Court of Appeals or anybody
|
|
13
|
else. That is precisely what happened in California. I
|
|
13
|
am thoroughly familiar with that. I might mention, in-
|
|
14
|
cidentally, that the Federal Government, Senator Tydings1
|
|
15
|
Committee, is going into that very subject with respect
|
|
16
|
to Federal judges, and I have been asked to conae over
|
|
17
|
this Thursday and testify about our Maryland Plan which
|
|
18
|
they learned about.

I don't want to go into it in any detail. I

just throw that out to you. It ought to be set up in such
|
|

|
a way that it can have that salutary effect of disciplining
