work both ways?

MR. MILES: I think we are talking about seman-
3
tics now.
4
MR. MELVIN: I don't think it works both ways.
5
DEAN FORDHAM: We have had a fair amount of ex-
6
perience in Philadelphia, and I don't observe Philadelphia
7
going out of bounds in the way of interfering with the
8
State's performance of its job.
9
THE CHAIRMAN: If you grant the broad grant,
10
do you put any restrictions on the taxing power?
11
DEAN FORDHAM: Yes.
12
THE CHAIRMAN: Would you give us the benefit of
13
your comments, not in the constitution, but in the statutes'
14
I saw your report at to the constitution, and I like that.
15
DEAN FORDHAM: As far as fiscal policy of local
16
governtnent is concerned, I wouldn't write the old-fashioned
17
debt limitations in nor put any constitutional restriction
18
on. I would leave that to the Legislature to coordinate
19
its local finance with State finance. I looked at this
20
provision with great admiration, the one in your report
21
about finance .
