pay the interest on said bonds and to pay for said bonds
as they mature and become due and payable, after allow-
ing credit for the money received from the front foot tax
or charge, and any other receipts which may be set aside
for this purpose under the provisions of any contract or
regulation of said County Commissioners.

5A. The said County Commissioners of Howard County
shall have power, in their discretion, to issue bonds for ex-
tensions of said water supply at any time to an amount not
exceeding seven per cent. (7%) of the assessable property
in said area or district, and to make such reasonable rules
and regulations as to credit for rebates or refunds and as
to the amount to be paid per front foot by different kinds
of property as may be necessary to accomplish the pur-
poses of this Act. The said Commissioners may provide
that said rebates or refunds shall constitute a contingent
fund out of which extensions may be made, or may provide
for setting aside such funds for the payment of interest
on bonds or for the redemption of said bonds, all as the
said Commissioners may, in their discretion, determine.

For the purpose of carrying out the provisions of this
Act, the County Commissioners of Howard County shall
begin extending water mains whenever three-fifths of the
registered voters residing within a particular area, the
boundaries of which shall be definitely stated in such pe-
tition, adjacent to the source of water supply shall so pe-
tition in writing. Further extensions may also be made
under similar conditions and restrictions. Provided, how-
ever, that it shall not be mandatory upon said County Com-
missioners to undertake such work or to make any exten-
sion or extensions unless such extension can be made under
the conditions and within the limitations imposed by this
Act, but at no time shall the outstanding bonded indebted-
ness exceed 1% of the assessable property within said area
or district.

6. The said Board of County Commissioners of Howard
County are hereby authorized, in their discretion, to de-
termine where the water mains shall be placed and they
shall have the power to place said mains in or under any
of the county or State roads in said county, but before any
of said mains shall be placed in or under any of the State
highways, a permit shall be obtained from the State Roads
Commission. Provided, however, that where any mains
are laid in or under any of said highways the said roads
or highways shall be restored to the same condition, as
