the Mayor and City Council shall pass an ordinance author-
izing such loan stating its purpose and setting forth in de-
tail the terms and provisions thereof, which ordinance shall
be published once a week for at least four weeks in one or
more daily newspapers published in the City of Cumber-
land, and provided further, that such loan shall be ap-
proved by two-thirds of the votes cast thereon by the duly
qualified voters of the city at a general or special election
at which the approval or disapproval of such loan shall
be submitted.

F. EXISTING NOTES

The above limitation of indebtedness shall not include or
affect in any way certain outstanding notes of the Mayor
and City Council of Cumberland in the aggregate amount
of $43, 500. 00, for which have been pledged sewer and pav-
ing liens aggregating approximately $62, 300. 00; however,
any collections made on said pledged liens, or the interest
thereon, shall be applied to said notes until same are paid
in full. G. PENALTY FOR VIOLATION

If the Mayor or any member of the City Council or any
city employee shall violate any of the provisions of this sec-
tion, he or they shall, upon trial and conviction, be sen-
tenced to pay a fine of not exceeding One Thousand
($1, 000. 00) Dollars or be sentenced to confinement in the
Allegany County Jail for not more than six months, or be
both fined and imprisoned in the discretion of the Court.

SEC. 2. And be it further enacted, That Section 56 of
Chapter 96 of the Acts of 1922 of the General Assembly of
Maryland be, and the same is hereby repealed and re-
enacted, with amendments, so as to read as follows:

Section 56. POWER TO OPERATE WATER SYSTEM,
TO ESTABLISH RATES, AND TO BORROW MONEY.

A. RATES

The Mayor and City Council of Cumberland shall operate
the water system of the City of Cumberland, and shall
charge and collect for the water supplied to the residents
of Cumberland and the vicinity a sum sufficient/to pay the
operating expenses of said water system, to pay the interest
on and the redemption of all bonds now outstanding
against. the city and all other indebtedness of said city
issued for or incurred for the building, extension, opera-
