ment to be fixed by reasonable ordinance or ordinances as
the Town may pass in the premises.

That the President and Commissioners are hereby au-
thorized and empowered to pass such ordinance or ordi-
nances as shall protect the property of the inhabitants of
the Town against fire hazards, which said ordinance or
ordinances shall provide penalties for disobedience of the
same and shall provide, also, means of abatement of said
fire hazards, if it be reasonable and convenient to do so, at
the expense of the owner of said property and the cost of
the said abatement shall be a lien on the said property
where said fire hazard appears and shall take precedence
over a mortgage or any other lien on said property.

188C. That the President and Commissioners of the
Town of Elkton are hereby authorized and empow-
ered to provide a scale of fees for licenses and permits to
be issued by the Town of Elkton, either annually, monthly,
weekly or by the day, to all persons, firms or corporations
engaged in any business or profession in the Town of Elk-
ton of any kind whatsoever, whether the same be manu-
facturing, selling, trading, soliciting, taking orders for
present or future deliveries, carnivals (not County), shows
and exhibitions, or otherwise, if the activities of said per-
sons, firms or corporations in the Town of Elkton are for
profit and reward, and the ordinance or ordinances estab-
lishing said scale of fees for licenses or permits shall go
into effect on the first day of the month next succeeding the
passing of the ordinance or ordinances, provided, that ten
days notice of the passage of such ordinance or ordinances
shall be given in one or more of the leading newspapers
published in Cecil County and circulated in the Town of
Elkton; provided, however, that if any person, firm or cor-
poration, shall pay taxes on real or personal property to
the Town of Elkton, annually, in a sum which shall equal
or exceed the fee charged for any license or permit to en-
gage in the business or a profession in the Town of Elkton,
as hereinbefore provided, the said fee for said license or
permit shall be refunded to said person, firm or corpora-
tion; provided, however, that nothing herein contained
shall authorize or empower the President and Commission-
ers of the Town of Elkton to require any person, firm or
corporation under this section to pay a license or permit
fee to sell oysters or fish in their natural state or the grower
of any vegetables or fruits or producers of milk to sell the
same.
