tion licensed to hold racing meetings in the State of Mary-
land, except bona fide County Fairs or Agricultural Ex-
hibits, shall pay to the Maryland Racing Commission for
the use of the State of Maryland, within five days after the
close of each meeting, a tax at the rate of 1 % on the total
amount of money wagered on all races during each and
every meeting. The payment of said tax shall be accom-
panied by a statement of the licensee, or his duly authorized
agent, under oath, showing the amount of money wagered
each day during the preceding meeting. The Commission
shall promptly pay all taxes collected under the provisions
of this Section to the Treasurer of Maryland.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed upon a yea and nay vote, supported by
three-fifths of all of the members elected to each of the
two houses of the General Assembly, the same shall take
effect of its passage.

CHAPTER 325.

AN ACT to repeal and re-enact with amendments Sections
11, 21, 22, 27 and 52 of Article 48 of the Annotated Code
of Maryland (1924 Edition), title "Inspections, " sub-
title "Tobacco, " providing for the appointment of two
tobacco graders, prescribing their duties, making it un-
lawful for certain persons to interfere with the sampling
of tobacco, conferring certain powers upon the State
Board of Agriculture, and providing that a statement

accompany check and account of tobacco sales.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 11, 21, 22, 27 and 52 of Article 48
of the Annotated Code of Maryland (1924 Edition), title
"Inspections, " sub-title "Tobacco, " be and they are hereby
repealed and re-enacted with amendments to read as
follows:

11. The Inspector of Tobacco, with the approval of the
Governor shall have power to appoint one chief clerk and
such other clerks, samplers, tyers, janitors, screw-men,
laborers and other help as may be necessary for the efficient
