by the motor vehicle owner when applying for his permit,
revoke or suspend all permits issued to such motor vehicle
owner under the provisions of this sub-title, and refuse
thereafter to issue such permits to said motor vehicle
owner.
Upon the suspension or revocation of a permit by the
Public Service Commission, all certificates of registration
issued to such motor vehicle owner by the Commissioner
of Motor Vehicles shall thereupon be likewise suspended
or revoked.
The license, or registration fees, charged under this sub-
title, as above provided, shall be on the basis of the entire
year, but may be issued on or after the first day of April,
July, and October, in any year for the remainder of the
year expiring on the 31st day of December, in which event,
three-quarters of the yearly fee, or one-half of the yearly
fee, or one-quarter of the yearly fee, shall be paid.
No portion of the license or registration fee paid as
aforesaid will be refunded for any part of the year during
which said license is not used except that in the case of
seasonal permits, or in the case of abandoned routes, a re-
fund shall be allowed for any quarter, but no part of any
quarter, for which a seasonal permit has not been used, or
a license has been abandoned.
SEC. 3. And be it further enacted, That two new sec-
tions be added to Article 56 of the Code of Public General
Laws of Maryland, 1929 Edition, title "Licenses", sub-title
"Public Freight Motor Vehicles", said new sections to fol-
low immediately after Section 262, to be known as Sec-
tions 262A and 262B, and to read as follows:
262A. Upon complaint filed with the Public Service
Commission, by any carrier setting forth under affidavit
that a permit granted such carrier by the Commissioner
has been, or is being infringed upon or violated, or that
any rights granted, in any such permits are being exer-
cised, or that such rights are being subject to unrestricted
or unregulated competition, or that the route as, set forth
in the permit granted such complaining carrier is being
served in whole or in part, directly, or indirectly, by some
other carrier without a permit, then the Public Service
Commission shall notify, such offender to appear before
the Commission and answer, such charges. Such notice
shall be sent the offending carrier by registered mail to
the last known address of such carrier, or shall be served
upon the offending carrier as provided in Article 23, Sec-
