and conviction, be sentenced to pay a fine of not less than
One Thousand ($1, 000. 00) Dollars, or be sentenced to con-
finement in the Allegany County Jail for not more than six
months, or be both fined and imprisoned in the discretion
of the Court.

SEC. 7. And be it further enacted, That any and all Acts
or parts of Acts or any part or parts of the Charter of the
City of Cumberland, Maryland, conflicting in any way
herewith is or are repealed in so far and to the extent that
the same shall so conflict.

SEC. 8. And be it further enacted, That this Act is an
emergency law necessary for the immediate preservation
of the health and general welfare of the residents of the
City of Cumberland, and three-fifths of the members of
each House of the General Assembly concurring therein,
by yea and nay vote, the same shall be effective from the
date of its passage.

CHAPTER 24.

AN ACT to repeal and re-enact with amendments Section
198 of Article 18 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Queen Anne's County, "
sub-title "County Treasurer, " changing the dates for ad-
vertising and notices as to delinquent taxes.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 198 of Article 18 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Queen Anne's County, " sub-title "County Treasurer, "
be and it is hereby repealed and re-enacted with amend-
ments to read as follows:

198. On the first day of January, in each year, taxes
shall be deemed to be in arrears, and interest shall be
charged and collected on all taxes not then paid
from September 1st, the date when they became
due and payable, and between the first day of
March and the fifteenth day of March the county
treasurer shall cause to be published as an adver-
