appeal shall be from his valuation to the Town Council.
Said Town Clerk shall receive for his services as both town
Clerk and tax collector such salary or other compensation
as shall be provided by the ordinance of said town.

SEC. 2. And be it further enacted, That this Act is here-
declared to be an emergency law.

CHAPTER 257.

AN ACT to repeal and to re-enact with amendments sec-
tion 1 of Chapter 116 of the Acts of the General As-
sembly of Maryland of 1904, and to repeal and to re-
enact with amendments section 2 of Chapter 542 of the
Acts of the General Assembly of Maryland of 1908, to
relieve the Philadelphia, Baltimore and Washington
Railroad Company of the obligation to keep a tug at
the location of certain bridges on the Susquehanna
River during the months of December, January, Febru-
ary and from March 1 to March 15 in each year, and
requiring the Philadelphia, Baltimore and Washington
Railroad Company to keep a tug at said location from
March 15 to March 31 and during the months of April,
May, June, July, August, September, October and No-
vember in each year.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That section 1 of Chapter 116 of the Acts of
the General Assembly of Maryland of 1904 be and the
same is hereby repealed and re-enacted with amendments
so as to read as follows:

1. That the Philadelphia, Baltimore and Washington
Railroad Company be and it is hereby authorized to build,
maintain and operate as a part of its railroad a bridge
adequate for two or more tracks across the Susquehanna
river, between Havre de Grace, in Harford County, and
Perryville, in Cecil County, In the State of Maryland, to
be located as the Board of Directors of said company
shall determine and by resolution prescribe but such loca-
tion shall be north of and not more than three hundred
and fifty feet distant from the existing railroad bridge
