the surety the full amount remaining payable upon the de-
posit whenever, if at all, the Bank Commissioner shall take
possession of the institution as receiver.
No suspension of remedies or extension of time for pay-
ment, and no other provision affecting deposits of, or ob-
ligations to the State or any political sub-division or agency
thereof, which are secured by the deposit of collateral,
shall operate to release or impair the lien of such collateral
and the State or any political sub-division or agency there-
of, shall be and remain as fully authorized to enforce the
lien of any collateral security held for its deposits as if
Chapter 46 of the Acts of 1933 had never been passed.
SEC. 2. And b e it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 256.
AN ACT to repeal Sections 404, 418, 420, 425, 426, 433 and
435 of Article 12 of Flack's Code of Public Local Laws
of Maryland, title "Garrett County", sub-title "Oakland",
to re-enact Sections 404, 418 and 420 with amendments
and to enact a new section in lieu of said Section 425
hereby repealed said new Section 425 to follow imme-
diately after Section 424, said amendments and said new
section combining the office of clerk and tax collector
of the town of Oakland and changing the date when
taxes shall be due and payable therein and the method
of collecting the same.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 404, 418, 420, 425, 426, 433 and
435 of Article 12 of Flack's Code of Public Local Laws of
Maryland, title "Garrett County", sub-title "Oakland", be
and the same are hereby repealed, and Sections 404, 418
and 420 be re-enacted with amendments and that a new
section to be known as Section 425 and to follow imme-
