(B) Promptly, after the taking effect of this Act, the
Governor shall call a meeting of the above named Commit-
tee at such time and place as he may designate, and at said
meeting the said Committee shall organize by the election
of all Chairman and Secretary, and adopt such rules as it
may deem proper f or the selection of candidates as herein-
after provide.
(C) The said Committee shall nominate from each of
the Congressional Districts, three candidates, and from the
State at large, six candidates, who shall have declared an
