If no written objections as aforesaid are filed with the
Clerk of Court before the expiration of the aforesaid
period of one week, then the Clerk shall forthwith issue
the license applied for.
104 I: Any person who shall violate any of the provi-
sions of this Act shall, upon conviction, be punished by a
fine not exceeding five hundred ($500. 00) dollars, or im-
prisoned not exceeding six months in the House of Cor-
rection or in Jail, or both fined and imprisoned, in the
discretion of the Court, and in addition thereto the license
issued under the provisions of this Act to any person so
convicted shall automatically stand revoked, and the li-
cense of any licensee who shall sell or permit the sale
of any alcoholic beverages not authorized under the terms
of this Act on his premises or in connection with his
business shall, upon conviction, be automatically forfeited.
104J: The provisions of this Act shall not apply to
Baltimore City, Baltimore, Harford, Howard, Prince
George's, St. Mary's, Caroline, Allegany, Washington, Gar-
rett, and Carroll Counties, and the City of Annapolis.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safe-
ty, and having been passed upon a yea and nay vote, sup-
ported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
SEC. 3. And be it further enacted, That this Act shall
take effect from the date of its passage.

11 of Article 81 of the 1929 Supplement to the Annotated
Code of the Public General Laws of Maryland, title
"Revenue and Taxes, " sub-title "Method of Assessment, "
providing for the assessment of intangible personal prop-
erty in Baltimore City at the full cash value thereof as of
