of vice and immorality and for the apprehension of
vagrants. Said Common Council may pass all ordinances
necessary to carry out and enforce the foregoing provi-
sions and to give full force and effect to the powers and
authority conferred on said corporation and may enforce
said ordinances by reasonable fines and penalties; it may
recover said fines and penalties by action of debt. Said
Council shall also have the power to fix the compen-
sation of the Treasurer of said town. The Mayor and
Common Council may appoint council to legally ad-
vise the Mayor and Council and represent the town in
any and all Court proceedings at such compensation as it
thinks proper; it may employ a Health Officer who shall
be charged with the duty of preserving the public health
and shall have full power and authority to quarantine
and enforce such other preventive measures as are rea-
sonable and necessary; it may provide by ordinance for
the opening and closing of streets; it may provide by
ordinance for the width and grade of streets and side-
walks and the construction of same; it may provide by
ordinance for the setting out of shade trees, the trimming
and removal of trees, vines or shrubbery on or along any
street or sidewalk, alleys or lanes; it may regulate the
keeping of swine, cattle, dogs, fowls, pigeons and rabbits
within the town of Riverdale; the Mayor and Common
Council may appoint a building, a plumbing and an elec-
trical inspector and issue permits for building, plumbing
and electrical work, within said town; it may pass ordi-
nances regulating construction, repair and alteration of
buildings within said towns and fix the charge for permits
for such work; it may provide for and maintain fire fight-
ing apparatus within said town.
Section 10A. Be it further enacted, That the Town
Treasurer shall be the collector of taxes and shall have
power to enforce payment of said taxes by sale of the prop-
erty liable therefor, and to convey a good title to any such
property sold by him. The Town Treasurer shall prepare
after the first day of January of each year, a list of all
taxes in default levied by the said Mayor and Council upon
real estate upon which said assessments, have been levied
commencing with the tax year 1933. Said list shall set
our respectively the name or names of the owners of the
real estate so listed; a fair description of each piece of real
estate sufficient to notify the owner or owners thereof that
it is his her or their property which" is advertised; the
