SEC. 4. That the proceeds derived from the sale of any
such bonds shall be used exclusively for the purposes for
which such bonds shall be authorized and for the expenses
of engraving or printing the same and all other incidental
costs, including an attorney's opinion, connected with the
issuance of said bonds.
SEC. 5. That at each year while any of said bonds shall
be outstanding the Board of County Commissioners shall
levy upon all property assessed for County tax purposes in
Montgomery County an ad valorem tax sufficient to pay the
principal and interest of said bonds as the same shall fall
due, which tax shall be in addition to all other taxes author-
ized or limited by law.
SEC. 6. That all bonds of Montgomery County now out-
standing which mature before June 30, 1935, are hereby
validated and confirmed and declared to be legal and sub-
sisting obligations of said Montgomery County.
SEC. 7. And be it further enacted, That this Act is de-
clared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 163.
AN ACT to amend Section 213 of Article 16 of the Code of
Public Local Laws of Maryland, entitled "Montgomery
County, " as amended by Chapter 52 of the Acts of the
General Assembly of 1931, authorizing the County Com-
missioners of Montgomery County to purchase real estate
offered for sale for delinquent taxes and special assess-
ments and to issue certificates of indebtedness secured
by the proceeds of redemptions of property from tax
sales or from the sale of such property.
SECTION 1. Be it enacted by the General Assembly of
