missioners shall pay the premium upon each of the bonds
of the respective tax collectors and the said County Com-
missioners of Allegany County are authorized and empow-
ered to refund to the Tax Collectors of said Tax Collection
Districts appointed by them for the years 1922 and 1923,
the premium upon the bonds furnished by them for their
respective terms.
SEC. 2. And be it further enacted, That all Acts or
parts of Acts inconsistent with the provisions of this Act
are hereby repealed to the extent of such inconsistency.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and is necessary for
the immediate preservation of the public safety and being
passed on a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 145.
AN ACT to repeal and re-enact with amendments Sections
141 and 142 of Article 11 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Frederick
County, " sub-title "Crier, " fixing the compensation of
the Crier of the Circuit Court for Frederick County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 141 and 142 of Article 11 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Frederick County, " sub-title "Crier, " be and they are
hereby repealed and re-enacted with amendments, to read
as follows:
141. The Crier of the Circuit Court for Frederick
County shall be entitled to receive, as a salary, eight hun-
dred dollars ($800. 00) per annum, payable in equal month-
ly instalments, which shall be in lieu of all allowances here-
tofore authorized by law; and the County Commissioners
are authorized and directed to levy annually for the use
of the Crier of said Court, on the assessable property of
