essential to the right to vote at any election held under the
charter of Westernport, the Mayor and Commissioners of
Westernport shall on the first Monday in January of
each election year appoint two persons, being citizens
of the town of Westernport and qualified voters there-
in, to act as officers of said registration and they shall
sit for the purpose of registering voters at the Council
Chamber in said town or at such other place as may be
designated by the Mayor and Commissioners on the first
Monday in February in each election year. They shall sit
not less than nine (9) hours and ten days' public notice of
the said sitting shall be given prior thereto by advertise-
ment by way of hand bills posted in not less than ten public
places within the corporate limits of the Town of Western-
port. After causing the registration of the duly qualified
voters they shall return the said list to the Mayor and Com-
missioners of Westernport. Before the said officers of
registration shall sit for this purpose they shall go before
a Justice of the Peace for Allegany County and make oath
in due form of law that they will only permit the registra-
tion of such person or persons as are entitled under the
provisions of this Act to be registered as voters of the
Town of Westernport.
645. Whenever in the opinion of the Mayor and Com-
missioners of Westernport a new general registration of
all of the qualified voters of said town is desirable, then the
advertisement and notice of registration provided to be
given in Section 644 shall clearly state the fact that all
qualified voters are required to again register, whereupon
the old registration lists shall be voided. At all other times
the registration on the first Monday in February in
each election year shall be for the purpose of registering
only additional qualified voters upon the lists maintained
by the said Mayor and Commissioners; but whenever a
general registration of voters is held under this section in
an election year, the officers of registration, in addition to
sitting for this purpose on the first Monday in February,
shall sit for such additional day or days as are designated
by the said Mayor and Commissioners and specified in such
public notice; and, whenever necessary in the opinion of
said Mayor and Commissioners, they may provide for the
continuation of the general registration during the next
ensuing day after the first Monday in February, the
public notice of registration so stating. It shall be the
duty of such registration officers in addition to registering
voters, to examine and check over the registration lists,
